fill_bcBuffer Subroutine

private subroutine fill_bcBuffer(bcBuffer, currState, neigh, nSize, nElems_bc, posInTotal, nFields, QQ, varSys)

Transfer pdf of boundary elements into bcBuffer which is used by all boundary routines.
